Who took the Smart out of Smart Bombs?

When I read articles like this one on the BBC"s News Website: US air strike kills Iraqi family all I can do is ask WHY? How can the US Army get this SO wrong? 14 members of 1 family destroyed. Who took the smart out of smart bombs? Where is the intelligence in military intelligence? Things like this make me mad - soldiers from the richest country in the world with the best kit in the world and 14 people from one family dead. Human error will probably be blamed or some words used to say "they were all baddies". There must be a new way... an alternative to this bloodshed...
